Thomas Francis Hogan (born 1938) is a Senior United States district judge of the United States District Court for the District of Columbia, who served as director of the Administrative Office of the United States Courts from October 17, 2011, until June 30, 2013.

Judge Hogan was born with a serious birth defect that prevented him from engaging in sports or vigorous physical activity, much to the disappointment of his father, a Navy commander, who was the Chief Medical Officer of the Letterman Naval Hospital in San Francisco.^[1] Judge Hogan said that his relationship with his father was at times troubled.
